Village of Lombard Legistar System

SP: have been kicking this around for quite a few years now, so asked to see the

policy. SP: I think we should get rid of half of this stuff. We talked about doing the

sidewalks when we do street repairs, 50/50 participation. JDS: I thought that with the

special assessment the village would pay for all sidewalks. SP: they do not have

sidewalks, they would be installed as part of the assessment. SP: fill in the gap - is this

an annual program. I would suggest getting rid of it. GH: A. on page 6. Why Number

2? Should be for all or none. SP: Madison project, mayor said wants sidewalks there.

DD: more traffic there so we don't want people walking in the street. JDS: concerned

about liability issues. SP: any school sidewalks put in in recent years? DD: Not in last

CIP or this but in 2000. SP: get rid of Item 1, it is a dinosaur. Make item 2 all streets.

Make item 3 a line item on the CIP and get rid of it. GH: I think we should be paying for

all sidewalks in the Village. JDS: I thought that is what we agreed upon, even on

Special Assessments. SP: all streets have work done approximately every 20 years.

SP: eventually D will disappear. JDS: If we make changes on this, is the Board willing

to make changes on this? SP: let's make suggestions. SS: looking at this it is very

cumbersome, so have at it. SR: there is some history to this policy. SP: we are asking

staff for modifications to be submitted to us at next meeting to review before being sent

to the Board.

SR: just informational. Don't need to address this tonite. Just wanted to let committee

know that there is a trustee interested in doing this. SP: this has been kicked around

for quite awhile. We have looked at this before, other towns have done things with this.

Unless the board is interested in funding this, then we should look at this. GH: Did

trustee talk to staff about this before writing this? JDS: we looked at funding and liability

issues with this. GH: not as easily done as when we are doing construction in the area.

Costs become much more significant if we are not doing construction. JDS: would

have to have village personnel making sure that structures are being installed correctly.

DA: Standard procedures would require permits and inspections. SP: committee would

support if funding was there. SP: would be similar to overhead sewer program. SR:

Dave Gorak is the prime example of all of the issues this would open up. DD: when you

cut off natural flow with backyard drains, you can cause flooding to other properties.

DD: push for more storm water sewer separation. This could potentially cause a lot of

problems.

Taken out of order due to resident in attendance at the meeting. Mr. Shannon submitted

a video tape from June 13th rainstorm. Stated he called with flooding complaint as did

his neighbor, but no one showed up right away; arrived after the water subsided. SS:

asked Stan to explain what PW does when called out for flooding. SR: we try to

respond as quickly as possible. Check for blockages, give advise to residents, etc. DA:

(addressing Mr. Shannon)Didn't you do some structural things to the house? Shannon:

had new crawl space put in, floor dropped out of sight. Ran a steel girder from one side

of the house to the other to keep it from sinking. On 4th furnace in 30 years due to

flooding/have spent over $60,000.00 in my house. In June, water came up like crazy,

we are the low spot on the block. The basin 2 doors to the east was completely empty.

SP: Sanitary was surcharging. Shannon: where is all of this water coming from? SS:

asked Stan if he could explain any of this? SR: explained plat. Shannon: in front of

106 & 107 is where water is always bubbling up. SR: reviewed color page of storm

sewer on Crystal. New storm sewer installed in 1994,95. GH: How long has this been

going on? Shannon: since 1972. This made me the low spot. GH: is any of the water

in your basement sanitary waste? Shannon: some in 1972, 1988, and some this year.

GH: most of this is surface water? Shannon: yes, most of it is rain water. GH: I went

through this myself. SR: continued to review storm sewer page. This picks up storm

water and brings it over to Crystal. It heads south to the Pond. GH: No storm sewers

on Potomac? SR: Yes, it is there, it is just not on the plats yet. SS: is anything shut off

or closed as far as you know? SR: no, everything is working. Shannon: there used to

be a pump station there a long time ago. SR: that may very well be, but it is not needed

any more. We lowered the pond and that helped the situation. GH: Water used to

pond by the Great Western path. SP: none of the work we have done has helped you?

Shannon: it seems to have aggravated it. I am the lowest spot. GH: one of the

problems that created more problems on Philips Ct. & Glenview was that the outfall was

below the level of the river. Outfall needs to be above the pond, not below. DD: if

sewer lines are appropriately designed, this would not be a problem. GH: I don't care

about theory, I want to know where the outfall is. This is very important to take in to

consideration. SR: Will have more hydraulic information for the committee at the next

meeting. SP: looks like the 27 " would be causing more of the problem. If we have

made changes in the outfall, this could have aggravated his problem. SR: have

lowered the level of the pond one foot and the addition of storm sewer flowing to Crystal.

DD: he is an intermediate low spot on property, not the sewer line. GH: this could be

why he doesn't start backing up until after a few hours. If the outfall of these storm

sewers is above the pond, there is no problem. If after the rain is falling, the outfall in

below the pond water level, could this aggravate the problem? DD: He does not

experience a problem until the grade line is above level. SP: right in front of the house,

there are 4 inlets that dump water into the sewer lines. Shannon: it comes from 107

and 110 curb inlets. Go to 63, and it is dry. SP: This is all coming from the 27. JDS:

this is all coming from Berkshire? SR: DuPage, Berkshire. DD: Looking at the face of

this, timing is everything. May have gotten a little heavier rain, flow is bubbling in and

bubbling out. GH: What is the outfall of the pond? SR: it is a gravity flow southbound.

GH: at one time it tied into the 72 inch. SR: it still does. GH: any power outages, etc.

at that pump station? SR: it is all new. GH: what is the size of the outfall at the pond?

SR: don't know. GH: by putting more water in to the pond, even if dropped the pond

level, couldn't this have aggravated the situation? SP: where did the water come from

in 1972? Shannon: from the pond. What can be done to alleviate my problem? SS: 4

dropping in to that one area? Why weren't any tied in to the other system? SR: Not

part of the plan. DD: The sewer on Crystal is much larger than needed for this area. If

something happened on the pipe size, I would have to investigate this further. JDS:

What can we do, what are our options? SR: Need more information. DD: without

knowing more about this project, I cannot speculate any solutions. Have to look in to the

design of the system and the pond. Check the hydraulics. GH: before we did special

assessments up there, streets did not have curbs and gutter, they had ditches that

flowed out to Main Street. We are probably bringing twice as much water to the pond. I

am concerned about the outfall. SS: sounds like it would be a good idea for staff to look

at the designs, hydraulics, etc. of the system . DD: where does the water come in

from? Shannon: some from the pump sumps, floor drains, sanitary sewer. Committee
