Village of Lombard Legistar System

Chairperson Sebby spoke about the situation on W. Wilson that was discussed at the

December or November meeting. He said Stan Rickard was going to speak with

Director of Community Development Dave Hulseberg regarding the Village looking at

that property.

John Kaforski commented that the area is County property right now. .

Chairperson Sebby asked that John Burg talk to Community Development and bring

their ideas back to the Public Works Committee.

Dan Mahal stated he went into that area and said it is brutal.

Performance Specification in regard to street lights. (DISTRICT ALL)

Dave Dratnol reviewed the item. He explained that the luminaire shall be a Sternberg

fixture that we have been using. He stated that Sternberg is an approved manufacturer

and all requirements are met.

Trustee Sebby asked if there was anything Mr. Dratnol wanted to elaborate on.

Mr. Dratnol explained the roof optics that places the bulb in the top of the luminaire with

house side shields on it.

Mr. Dratnol said we are looking at who else can provide us with the same size and

appearance of luminaire.

Rick Mahal asked if the name of the luminaire is the Lombard 10.

Mr. Dratnol said it was.

John Kaforski asked about poles.

Mr. Dratnol said information is still being collected regarding poles.

Mr. Kaforski asked if Mr. Dratnol was looking for a motion to approve the item.

Mr. Dratnol stated he was looking for comments. He said additional manufacturers were

being sought.

Mr. Kaforski said the information seemed to be what the Committee has been talking

about.

Chairperson Sebby asked if this was the same type that was approved over the Prairie

Path.

Mr. Dratnol said it was.

Chairperson Sebby asked if there were any comments.

Rick Mahal asked if there were any inserts to block off the light coming from the end.

Mr. Dratnol explained that there are house side shields that will be installed by the

contractor at the Village's direction after the initial seven day burn-in period.

Dan Mahal commented that the information given to the Committee said the test period

is two weeks.

Mr. Dratnol did confirm that the test period is two weeks.

Chairperson Sebby asked when this might be all together.

Mr. Dratnol said arterial street lighting still needs to be talked about with the focus on

Main Street.

Chairperson Sebby said it would be nice if April was a possibility.

Chairperson Sebby commented that it is moving along methodically in the right direction.

Dan Mahal asked about spacing.

Mr. Dratnol said the design engineer does photometrics.

John Burg said this was presented at the last Transportation and Safety meeting, and it

was decided that the best place to start was at Public Works Committee due to funding

issues through the Capital Improvement Program (CIP). He stated that Transportation

and Safety Committee had no recommendation.

John Kaforski asked where it would be used.

Mr. Dratnol stated that the best traffic calming device we have is vehicles parking on the

street. He said when two cars are coming in opposite directions with cars parked, space

is tight. He went on to comment that playing around with narrowing and widening is

asking for trouble with regard to maintenance. He said he prefers speed bumps.

Chairperson Sebby asked where would be a good test section.

Dan Mahal commented a good location would be where the Prairie Path crosses main

roads such as Westmore.

John Kaforski mentioned an island in the center.

Dan Mahal said he would favor something on Westmore.

John Burg said this issue would take a lot of time and discussion and the CIP is pretty

buttoned up. He said this could be incorporated as a test project in the next CIP.

John Kaforski asked Mr. Burg and Mr. Dratnol what Transportation and Safety would

recommend.

John Burg stated that there has been requests over the years regarding these kinds of

things. He said the Transportation and Safety Committee was concerned about costs.

Mr. Dratnol mentioned speed humps which are cheap.

Chairperson Sebby commented that all members of the Public Works Committee had

agreed to watch the CD included in their packet, and they would share their ideas and

comments at their next meeting. He also mentioned that the CIP is pretty well finalized,

but they may be able to find $15K.

Mr. Burg asked if the Village as a whole wanted to get into traffic calming.

Chairperson Sebby asked how we are doing with snow plowing so far.

Mr. Burg responded that there has only been one storm, which was an extended event,

with the men out quite a bit of time. He said he received no complaints, unless the

Trustees had.

Chairperson Sebby spoke of a complaint he received regarding North Avenue, debris on

the sidewalks at Grace and no pedestrian walkway on the west side of the Lagoon. He

said whatever we have to do to clean up that area needs to be done.

Mr. Dratnol said he would talk to the State as it is their responsibility to clean that area

up.

John Kaforski asked how the North Avenue construction is going.

Mr. Dratnol said that Kuhn is shut down for the winter. He mentioned that residents have

access. He said that what is there now will be there for the remainder of the winter.

Ken Blakeslee said he was aware that some barricade lights were not working and there

were some signal arrows out a couple of weeks ago.

Chairperson Sebby asked if there were an update on Route 53.

Mr. Dratnol said the last he heard, there was going to be a public meeting in late

January, but he had not heard anything recently.

David Arnold mentioned mounds of dirt on St. Charles Road and asked if someone

could keep an eye that area.

Mr. Burg agreed to talk to Community Development.

David Arnold asked if there were any updates on the property fence at the Garfield site?

Mr. Dratnol said that the site is secure and operational and the Village is using it for

utilities. He said the landscaping will be finished in the spring.
