Paul Kufrin, Jr. asked John Johnson to report on Ad-Hoc committee. Ad-Hoc committee

members are:

Ralph Lingelbach VIEW SONIC CORP.

Gary Rothbart reported as follows: 6-10 people at both meetings held so far. Took an

overview of the park...short term resolutions, medium term (3-5 years), and also long

term (more that 5 years). Want to have a plan that all are happy with/not favoring one

area of the park. No right turn should be posted at Main St. Frontage Rd. ***See note

passed out to committee. Possibly move Comm Ed light pole. If they cannot improve

traffic flow, tenants will move out/hard to rent properties then. Definite safety concern...

Paul Kufrin, Jr. stated that he was in area this AM.. In regard to Burger King/considered

in the future. Lee Daniels has already written to IDOT about the light at Lombard Rd.

Since the discussion started, we have already been in contact with Lee Daniels

office/will wait for his comment.

Markings for Roadway: (lane markings/designated lanes) John Johnson has ordered

new markings/weather proofed. Temporary Light for North Ave/putting through

Lombard Rd.- meeting with Addison this Wednesday.

John Schwarz: Do you have turn radius? Cannot solve the problem with lane

markings/truck traffic.

Tom Nolan: Looking to improve at this point.

Erika Nelson: This is not long term.

John Schwarz asked to see the plan before markings were put down. Did you discuss

the detector with IDOT? John Johnson replied yes. Ralph Lingelbach: it's always a

50/50 unless you get someone there that is not familar with the area. Intent of marking

is to clarify to people that are not familar with the area.

ITEMS FROM AD-HOC REPORT:

1. No Turn on Red--currently posted but with time limit of peak hours. Committee in

concurence to do this (request from IDOT).

4. Burger King (send a letter to Community Development Director re: this situation.)

They are aware. Tom Johansen had them pull the site plan in community development.

No provision for Camel hump. Some provision at front of the property for a Frontage

Rd.? Possibly get a connector road to the East. Garfield to Grace? Aren't these

Wetlands? Tom Nolan: should be looked at. Paul Kufrin, Jr. stated that once Lombard

Rd. opens up through Addison, this should alleviate alot of the problem.

Ralph Lingelbach: excellent idea...there are semi wars at Fontage Rd. Tom Johansen:

eliminate hump 60-70 degree radius.

Paul Kufrin, Jr.l: North Ave. project could be 5-10 years down the line. Estimate of

costs for light at Lombard Rd.?

John Johnson: meeting with Addison first, light would come along with the road being

opened up.

Paul Kufrin, Jr.: what can we do as quickly as we can....Signal at Lombard Rd. seems

to be the most urgent request.

John Johnson: IDOT would require an additional left turn lane on North Ave. Ball park

figure would be $150,000 for the signal.

Bunni Cassidy: would need to do work along with adding light.

Gary Rothbardt: Keep no left turn off of North Ave. on to Lombard Rd.

Bunni Cassidy: look at the big picture before you place the signal.

Ralph Lingelbach: Morning rush hour is not that bad/evening rush hour is the

nightmare. Put in temporary light now/negotiate with Addison and eventually install

permanent light with left turn lane. Everyone that wants to go eastbound on to North

Ave. goes through Main St./Fontage Rd.

John Johnson.: request that an additional no left turn sign be placed from IDOT.

Tom Baxter: Left turns at Lombard is the easier/illegal left hand turns greatly increased

when Frontage Rd. was closed (Tom Nolan).

Paul Kufrin, Jr: Asked that John Johnson do a little investigating to see exactly what we

can do at Lombard Rd. and North Ave.

Greg Gron: if light was installed there/would cost be to IDOT?

John Johnson: Village would own and maintain.

Bunni Cassidy: done in two phases (short term and long term)

Bill Bergeron.: Once pole is installed can you move it?

John Johnson: would need permits from IDOT to move pole.

Tom Johansen: Wooden pole?

All agree to have John Johnson investigate this.

Greg Gron asked what about the hump?

John Schwarz: Design studies already done by IDOT for these areas...(Public Works

has these) Todd Hager will check on this and bring to next meeting if we have.

Paul Kufrin, Jr. asked staff to give a presentation and study on this at next meeting.

Ralph Lingelbach: Could Ad-Hoc committee get a copy of the plans if John Johnson

finds them?

John Johnson replied yes.

Anne Gaura: increase will effect all three companies that do business in the Village.

Mike Gillam: has been 4 years since last increase/competing companies are currently

charging in excess of this ordinance rate.

Paul Kufrin, Jr.: are they subject to this ordinance?

Anne G.: right now there is no program in place to check if the companies are in

compliance. Would be something for the police dept. to investigate.

Paul K., Jr.: make facts known to the board when we have discussion on these items.

Tom Johansen.: as far as enforcement, committee decided that the police dept. not be

involved.

Dane Cuny: based on what has been said today, he could investigate.

Tom J.. : are required to post rates in taxi.

Greg Gron: if they are not in compliance they are breaking the law. Therefore there

needs to be police involvement.

Tom J.: Tip people off to this on Channel 6.

Bunni Cassidy: need to investigate this further. Whose rates should we be comparing

to.

Mary D.: rate increase is to keep up with costs of operations. Haven't had an increase

since 1993.

Mike G.: 60 passenger rides per day.

Anne G.: Majority of customers in town use AutoRide.

Bunni C.: will board accept without seeing other competitive rates?

Paul K., Jr.: if they do agree to increase, would like to see an adjustment for senior

citizens books.

John Schwarz asked Paul Kufrin, Jr., why are we trying to regulate the taxi rates?

Anne G. responded that the main reason is because of the senior citizen rates. We

subsidize the rates, so we need to have some control.
