Ken Florey-By moving the deadline back, we have to approve the grants tonight, so the

funds will be spent out of this fiscal year budget.

John Burg-We are delighted with the applications we got. Everybody did a good job.

Staff would like a recommendation from the committee tonight on the grant applications

and to pay the grants up front so that the schools can buy their items right away. We

could always ask for a proof of purchase later.

Ken Florey suggested that the committee discuss that under Item 000155 - Community

Recycling Fund Budget.

Cindy Cronin, Madison School-We wrote a grant impacting all 6 schools in District 44.

We took a look at what we can add to the curriculum. We're looking at books and

videos for each elementary school. We would also like a can of worms for each of the

schools, worm bedding and worms. We are looking at how these reduce our lunch

room waste. Also asking for some microscopes and benches. Would like to get some

field trips too. Gayle Kankovsky-The benches, which ones are you interested in, high

back? John Loebach-Is this different curriculum for each school, or will they be sharing?

Cindy-It would be for all schools.

Beth Lyons, Manor Hill School-We are asking for items for our courtyard. We're trying

to get 2 tables and benches. John Loebach-Is this an unanticipated expense? Would

this substitute other funds? Dr. Gary Smit-No. Beth Lyons-The Junior Garden Club

would create some king of garden.

Laura Pepke, Park View School-We will also have a courtyard and we are asking for

benches and a garbage can and landscape timber. A lot of the kids in the school are

very active in recycling already. Our concern is that they never see anything that

happens once it's been recycled. Gayle Kankovsky-Why did you decide to ask for

recycled timber instead of regular? Laura Pepke-We're trying to make the whole area

from recycled material.

Carl Grumble, Glenn Westlake Middle School-We are asking for a continuation in the

water monitoring kits for students to be able to perform themselves. The kits that are

currently used are rather expensive to replenish chemically. We are looking at less

expensive kits. We are also asking for 10 containers with lids for recycling aluminum

and plastic and a can crusher to work down the cans. John Loebach-How are you

currently handling the materials that you collect? Carl Grumbles-Waste Management

picks it up. John Loebach-Is the can crusher the best solution or a bigger container?

Carl Grumbles-Space is an issue and appearance. This week the high winds took what

we had and blew them around. John Loebach-Is there anything specific about the type

of container that would be conducive? Carl Grumbles-These would be collected inside

the building. Open top container invite everything to be thrown in. They would have a

problem getting the lunch stuff out. Gayle Kankovsky-With the water monitoring kits,

how long do you anticipate use of these? Carl Grumbles-They are estimated well into 5

years, plus the refilling of the chemicals along the way.

Winnie Lyons-I noticed in each request for benches, 2 different brochures were

attached. I'm curious why they wouldn't purchase from the same place. Kay McKeen,

DuPage Solid Waste Educational Center-Some schools may find out about only 1 place.

But we have found a good price.

Justine ?, Montini Catholic High School-Our Environmental Science wants to conquer

water, soil and air. We are asking for kits to test those things. 2 water test kits, 2 soil

testing kits and air sampling pumps. We hope to research where the elements of

pollution we find came from and implement a plan to reduce. John Loebach-Will the

students be working with this? Justine ?-This would be used every year in the

Environmental Science course.

Christine Schwarz, Glenbard East High School-We are headed more toward the

environmental education also. We tried to focus on Illinois & more local issues.

Freshman study the local ponds or DuPage River. We also have activities that take

them to local forest preserves. We have a chemistry class that has an ongoing study of

ponds. The Senior class is more extensive. We've had an opportunity with construction

to add on a science/computer lab. We have funding for computers, but no funding for

software. We're looking at all sorts of different programs at this point; management of

eco systems, simulations that would give them an idea of say deer population

management. We want CD roms and that type of thing for the computer lab. Especially

Jerry Hoelscher, National College of Chiropractic-Made an application for recycling grant

under multi family in 1998 and we were reimbursed $716. Currently we have been

recycling cans, bottles and plastic. We have about 700 students, 160 of which live on

campus, that comprises about 150 units mostly apartments and 1 dormitory. Of the

students that we have enrolled 181 are living off campus but in Lombard. We have quite

a number of students on campus and living outside of campus in Lombard. Currently

we have been using the students as the collectors of the recycling. We purchased

ourselves all the on campus containers. This past year we got some federal money for

students to go out and work in various non-profit organizations and be paid. We offered

them the opportunity to collect recyclables. We wanted to add paper to the program and

talked to Waste Management about getting containers. We are currently spending

$1,800./year for the containers for the cans and bottles. Our students are very

environmentally conscience. Ken Florey-What kind of containers? Jerry Hoelscher-We

have 10-12 containers with lids. 6 are centrally placed for the dorms and then once in

each building. Student workers then take it from the building out to the container. Ken

Florey-This grant would allow you to put more containers. Jerry Hoelscher-No, it's not

the containers, it's the cost for Waste Management. John Burg-It would cover the

existing service and the new paper service.

John Loebach-We had a multi-family grant in the past to encourage the starting of

programs. One of the parameters was they had to pay 6 months and the Village paid 6

months. In theory they should be able to get less garbage and fewer pick ups. Ken

Florey-Part of the request is for a new program. John Loebach-I believe since we've

acted that way in the past, we should keep it that way. So it should be half of the

$660.00

Sacred Heart - John Burg-I don't see any problem with approving it. Ken Florey-I have a

problem, because all the other schools were able to get themselves together. John

Loebach-In part 4, are they asking for us to pay their recycling service? Winnie

Lyons-There is Donohue out of St Charles. The pick up paper recycling for free. Kay

McKeen-They said when they get a request from a school, then they will go to the town

to talk to them about licensing. John Loebach-Back to my question, is that part of the

request? I don't think we're in the business of replenishing budgets. Without someone

here to answer the questions, I would say turn it down or bring it back next year.

The consensus of the committee was to hold it for next month.

ParkView School - Gayle Kankovsky-I have a problem with these landscape timbers. I

understand why they want them, but $600 is a lot of money for kids to walk on wood. I'd

rather see that $600 go for CD roms or some type of educational material. Winnie

Lyons-The point is well taken. Ken Florey-The idea is instead of using railroad ties.

They may not be as obvious as a bench, but it is recycled material. John Burg-It's 30

timbers, these are probably a little more expensive I think more end markets you for the

more viable it makes recycling. Kay McKeen-I think I can get the benches cheaper. If

you buy the wood timers, the chemicals leach into the ground. The plastic ones last 40

years, have no slivers, no chemicals and they'll last 4 times as long. The benefit is no

garbage and no chemicals or slivers. John Burg-I read an article about the dilemma of

recycling. No matter what the circumstances, it's hard for companies to sell recycling.

John Loebach-It would be nice to see emphasis on this material, a plaque or something.

Another item when they start planting prairie plants out in the pond. It gives them some

ownership. If there are spare funds left over, I would like to see it spent there.

Ken Florey-They were going to pay for the wood chips out of our fund. It's something to

keep an eye on. It hasn't passed yet. John Burg-It is out of this budget under operating

costs. Ken Florey-The idea was we were paying for the brush chipping. Gayle

Kankovsky-On another sheet what is costs associated with tire, paint and battery

disposal. John Burg-There was $10,000 in there to deal with hazardous waste. It's

always been in this budget as far as I know. Gayle Kankovsky-Miscellaneous

contractual services has gone from $46,000 to $70,000. John Burg-Ken is right, it's

almost a wash. Gayle Kankovsky-So what you're telling me is they charge some

Central Garage stuff here. John Loebach-I know it's a small amount, but to me it's a

question of proper use of funds. Ken Florey-Talk to Len Flood, deficit spending is

unacceptable. Winnie Lyons-This amount that you're referring to has been in there all

along. John Burg-As far as I know the surcharge started coming in in 1991. That

surcharge has always been the same. The next time we talk about the contract we

should look at raising that surcharge. John Loebach-I think we should eliminate the

commercial because we have not provided them any service. Ken Florey-I'd be real

hesitant to increase that fee. Let's talk about this balance. It's a growing balance. If

there are legitimate expenses will this committee not object if they tap into the balance?

What are we going to do with that balance? Gayle Kankovsky-How much revenue are

we going to lose from the stickers? John Burg-Probably about $10,000 or so. John

Loebach-I don't think it's right to hoard money. There's got to be a means to tap into

ways to reduce the waste in town whether it be pilot programs or encouraging people to

pool their locations. Ken Florey-We need a plan. If we're going to do some deficit

spending for awhile. If there's a legitimate reason we're spending more on recycling, but

if there are other questionable items it's hard to justify. John Burg-These are all policy

decisions. Susan King-Maybe one of the things we could look into is getting some type

of centrally located drop off for corrugated. Ken Florey-I want to see a better 5 year

plan. This plan is not acceptable because it results in a negative balance. Are we

allocating incorrect amounts to the recycling surcharge?
