President Mueller held a moment of silence in memory of Mayor Michael O.Mally of

Hoffman Estates who passed away this week after a brief illness. He offered

condolences to the family on behalf of the Village of Lombard

Trustee Tross introduced family members who were in attendance his grandchildren

Madison (Maddy) who will celebrate her birthday October 1, Nicolene, Gage and Timmy;

his daughter Laurie, her friend Darren. and Sue Altenhoff mother of two of his four

grandkids.

Trustee Schaffer arrived at 7:50 p.m.

Joan DeStephano, 30 N. Lincoln , said that she is concerned because her group has

been called a special interest group. She explained that they are just residents

concerned about their community. Ms. DeStephano referred to a newspaper article that

said there is Conference Center with an auditorium proposed at the South end of town

and she thought that Hotel Motel funds may be used. She said that instead they should

fund the Theater which is on the National Register.

President Mueller responded that the Board has gone on record to say that they may

donate the land and TIF dollars up to two million dollars. Neither the Theater or the

Conference Center plans have been finalized. He said that Economic Development

takes time.

Phyllis Scolari, 524 E. Fairfield Court spoke saying she is the Treasurer of The Fairfield

Court Homeowners' Association. She said that the homeowners were there to ask for

the Village's help with a problem they were having. She explained that one unit is

unoccupied and falling into disrepair. They would like to see the unit repaired and sold.

They are concerned in the area as the unit is the gateway to the street. The owners

have not responded to their requests. She asked if there was anything that the Village

could do. President Mueller asked David Hulseberg to talk with the group tomorrow.

Doug Chistensen, 301 W. Goeble said that he was proud that after years of hard work

he has gotten his name in Speak Out. He said that the supporters of the DuPage

Theater are happy that it is now in the hands of the Village and looking forward to a

spirited debate over its uses.

Mr. Christensen said that the fully restored Theater will be an asset to the Village. He

concluded that the common thread all supporters have is that they derive pleasure,

recreation and renewal from cultural activities. He asked that the Board give this facility

to the Community and allow them to enjoy recreational activities. He suggested giving

the Theater to the Park District. He told of public meetings being held regarding Theater

restoration on Wednesday October 4th at Comfort Inn. He said that the Village Board

and the County Board will be invited and the only topic will be the restoral of the

Theater. He promised an entertaining and instructional program and said that he is

continuing talks with the County Board and has been told there is money out there.

President Mueller said that the Park District is not interested in taking the Theater. He

said that he had received a letter from County Board Chairman Schillerstrom which

stated that he had never met with Mr. Christensen and that there is no money available.

Trustee Richard J. Tross reported that the Committee had met on September 12th and

took action on recommendations to post "no parking" between 9-3 on school days on

Ann, Edward, Morris and Elizabeth Streets which were posted prior to the start of the

school year. He said they had also made recommendations regarding a 2 hour parking

limit on W. Willow, stop signs at 17th and La Londe. Trustee Tross said the Committee

had also handled signage requests from Madison and Hammerschmidt Schools, "No

Parking" on Highridge between Westmore/Meyers Road and converting of Yield signs to

stop signs at Charlotte and Taylor. In the matter of Route 64 and West Road the

Committee recommended no further action. Tross asked that a Waiver of first reading

be approved on all of the ordinances representing these recommendations D,E, F,G,H

and I. He added that the future North Avenue Frontage Road at Route 53 is being

discussed with regard to closing the Frontage Road at Route 53. The Committee will

forward their recommendations in the next 4 months. Student driving and Driver's

License testing in District 6 has been questioned and the Lombard Secretary of State

Station Manager will come to the Committee to explain the facility's procedures. He said

the Committee also discussed school busses parking temporarily on residential

property, which is on tonight's agenda. The feeling is that it is safer not to have the

busses parked in the street providing they are not blocking the clear sight distance.

Trustee Tross said that a special joint meeting was held on September 14th comprised

of the Community Promotions and Tourism Committee and the Economic Development

Committee along with area Hotel Operators regarding a large Hotel, Conventions Center

and Auditorium. He commented that the issue of Hotel Motel Tax being used in the

project had been mentioned by a member of the public earlier and the issue of Hotel

Motel Tax funding for the new development has not come up, the auditorium is a private

venture and will make Lombard a national convention center. He pointed to the recent

Celtic Convention as an example of why Lombard needs a large convention area. He

said that because of transportation the South part of Lombard or the part of town near

North Avenue would be the most viable.

Trustee Kufrin said he had received a call concerning the retention pond at the

Hammerschmidt School and they said there would be a dangerous situation for children

when there is water in the pond. He asked that Public Works study the need for some

safety fencing. Stan Rickard will have a study done and report back to the Board.

Trustee Sebby mentioned that Lombard Veterinary Hospital's Dr. Ludwig wants to hold a

pet parade next Spring. He encouraged citizens to contact Dr.Ludwig or himself about

the parade. President Mueller said that it would likely be run by a group of Volunteers

and supported by the Village.

Attorney Simone Beutet of Klien Thorpe and Jenkins was introduced by Tom Bayer. He

said that she will attend the second Board meeting each month and the Plan

Commission meetings.

Trustees Borgatell and Kufrin left the room at 8:40 p.m.

Trustee Tross commented that the Committee had reasoned that a no right turn would

create a hardship to that quadrant of Lombard. There is no way to make an entry

heading east. He pointed out that eventually West Road will be closed at North Avenue.

He said the situation had been studied by John Johnson who found that the speed or

the amount of cut through traffic is not that high for the only north south collector road in

that area of town.

Trustee Borgatell added that he understands that point of view but questioned when

North Avenue is done if the service road will be along the whole area with the only

entrances at 53 and Main.

Trustee Tross explained that there may be no entrance at Route 53 and said that the

closure of West Road during the construction will be a hardship for the people in that

part of town. He said the Committee did not want to create a hardship now by adding

the no right turn. He asked that the Police be vigilant and keep track of the speeding

there.

Trustee Sebby commented that he is concerned that the Village Code allows parking in

the street and yet not temporarily in a resident's driveway.

Trustee Borgatell said that the drivers should leave the bus at the terminal and not bring

the bus home.

Trustee Kufrin agreed that they should take them back to the terminal and deny the

ordinance. Trustee Kufrin moved that the Board concur with the recommendation of

staff to deny the ordinance to prohibit parking of school busses in residential driveways,

The motion was seconded by Trustee Borgatell.

Trustee Tross said that this started as a home occupation issue and now they have

complaints in all districts. He explained that the reasons that they are not taking the

busses back to the terminal are to save gas and the drivers do double duty with the

varying hours of all the different schools and have very little time in between. He said

that there are concerns with stop signs being blocked from view, plowing issues and

sight line problems. He requested that the Board allow daytime parking of busses in

driveways and not in the Streets.

After some additional comments of the various Trustees,Trustee Schaffer called for the

question.

Village Manager William Lichter reviewed the request and a brief history and turned the

discussion over to David Hulseberg who introduced Margaret Gibb, Community

Development Planner I/Civil Engineering Technician. Ms. Gibb presented a power

point presentation explaining the proposed change of boundaries between the Village of

Lombard and the Village of Addison as it relates to the opening of Lombard Road.

Director of Public Works Stan Rickard then discussed the two alternatives of the Village

of Lombard partially opening and paving the road or the Villages of Lombard and

Addison jointly paving the road in its entirety.

Some questions were asked by the Trustees about who should pay for the road and

where the improved road would end if the property was annexed.

John Grant owner of the subject property spoke of the history of the guard rail on both

sides of the viaduct on the north put up by Addison and on the south by Lombard. He

said that statutes exist making it unlawful for any municipality to prevent access to his

property. He said that he is paying taxes on the property he cannot access. He said

that when he bought the property there was access. He said that the municipalities

should remedy this unlawful situation. He pointed out that the only parcel that would go

to Addison would be the Grant parcel if it were deannexed.

John Hart, of Larry Roesch Chevrolet on Lombard Road, said that his firm is concerned

that there will then be a train of UPS trucks going down the road if the entire road is

completed. He also mentioned that there could be problems with traffic from Ridge

Road and other Industrial Park traffic.

Staff assured Mr. Hart that when North Avenue is improved the intersection of Lombard

Road and North will be three lanes to help prevent congestion but further study needs to

be done as to how the improvement of Lombard Road would affect traffic in the

Industrial Park.

There followed a brief discussion regarding how traffic might be able to exit the area and

go eastbound as well as how to relieve traffic congestion in the area.
