Call to Order and Pledge of Allegiance

The Regular Meeting of the President and Board of Trustees of March 15, 2001 was |
|
called to order by President Mueller at 7:33 p.m., in the Board Room of Village Hall. |
|
The Pledge of Allegiance and presentation of colors was led by Girl Scout Troop 13 of |
|
Madison Elementary School. |

Public Participation
|
Jim Devitt, 7 E. Goebel Drive, presented his opinion on the skate park that is proposed |
|
for Lombard. He questioned where the money will come from for the skate park and |
|
also questioned who will use it, and where will it be put. Mr. Devitt was concerned about |
|
the liability issue. He questioned what will happen to the park when skateboarding goes |
|
out of style. He feels a cultural arts center would be more appropriate and get more use. |
|
Mr. Devitt also commented on the truck speed on Main Street. He spoke about the |
|
damage done to the roads by semis. He asked the Board to ban heavy truck traffic on |
|
some of our major roads. |
|
Theresa Carney, 564 W. Harrison Road, spoke in regard to the improvement of Harrison |
|
Road. She gave a history of her experience living on Harrison with it's traffic. |
|
Larry Gitcheu, 315 E. Palmer Avenue, Northlake of the Elmhurst Bicycle Club, spoke in |
|
regard to his support of the Great Western Trail. |
|
Don Kirchenberg, of Glendale Heights, passed out literature to the audience as well as |
|
Board members. He gave an impressive rundown on the heavy use of the Trails. He |
|
asked that the Village of Lombard pass a resolution to ask the State of Illinois to make a |
|
pedestrian and bicycle crossing over major state highways. |

Economic/Community Development Committee - Trustee Paul Kufrin, |

|
Trustee Kufrin stated that the last meeting was March 6, 2001 at which time |
|
recommendations were made for the Business Recognition Luncheon which is to be |
|
held on April 11, 2001 at the Carlisle Restaurant. He informed the Board that the next |
|
meeting will be May 7, 2001. |

Environmental Concerns Committee - Trustee Kenneth M. Florey, |

Chairperson |
|
Trustee Florey reported there had been no meeting since the last Board Meeting. He |
|
stated that there was one item on tonight's agenda, and he recommended that the |
|
Board pass the yard recognition program. Trustee Florey also mentioned the First |
|
Impression Program, that was being overseen by Christeen Costello of the Community |
|
Development Department. |
Finance Committee - Trustee David N. Schaffer, Chairperson
|
Trustee Schaffer informed the Board that there had been no meeting since the last |
|
Board meeting. He stated that the Committee will meet again on March 22, 2001. |

Trustee Schaffer stated that there had not been a Committee meeting since the last |
|
Board meeting. |

Legislative Review Committee - Trustee Ralph F. Borgatell, |

|
Trustee Borgatell reported that the next meeting will be held April 2, 2001. Items to be |
|
discussed are the concerns regarding the Police and the skateboard issue. The |
|
Committee is concerned with the current code on the books regarding skateboard. |
Public Works Committee - Trustee Steven D. Sebby, Chairperson
|
Trustee Sebby stated that the Committee had just met on March 13, 2001. Items that |
|
were discussed at that time were on that evening's agenda. Trustee Sebby mentioned |
|
that the Staff had provided additional information regarding asphalt versus concrete for |
|
street restoration. He commented that the next meeting will be held on April 10, 2001. |

Transportation & Safety Committee - Trustee Richard J. Tross, |
|
Chairperson |
|
Trustee Tross informed the Board that the Committee concurred regarding signage |
|
changes that will be before the Board at the next meeting. He stated that various parking |
|
issues are being reviewed and monitored. Trustee Tross also commented that the |
|
Committee accepted a recommendation for 2 additional crossing guards. The |
|
Committee was updated on North Lombard Road. He also stated that a preliminary |
|
review of the Route 53 Improvement Project was discussed with a right in, right out, with |
|
the exception of some intersections. Trustee Tross said that residents in the Route 53 |
|
area supported a 5 lane highway. |
|
Trustee Tross also spoke of the Harrison Road improvements, and shared the fact that |
|
the residents have waited 25 years for improvements on their streets. |
|
Trustee Tross then went on to speak about a letter from NIFTI in regard to the Route 53 |
|
improvements. |

Community Promotion & Tourism Committee - Trustee Richard J. |

|
Trustee Tross stated there had been no meeting since the last Board meeting, and there |
|
were items on that evening's Consent Agenda, such as a grant request from the Lilac |
|
Parade Committee and a grant request for scholarships for the Lilac Queen and her |
|
court. |

Trustee Tross stated there had been no meeting.

Village Clerk/President of Board of Local Improvements - Lorraine G. |

|
Clerk Gerhardt stated that the Board of Local Improvements had met Wednesday, |
|
March 14, 2001. At that time, $43,164.76 for Special Assessment 213A, &1,590.79 for |
|
Special Assessment 215, $11,511.99 for Special Assessment 217. She stated that the |
|
Board recommended the division of 215 between various property lots. She said that |
|
the next meeting will take place on April 18, 2001. |

Village Manager/Village Board Comments
|
Trustee Sebby stated that the Public Works Committee passed the Capital Improvement |
|
Program proposals which will come before Board at the next meeting. |
|
Trustee Borgatell mentioned the appointment of Debra Stuchel to the Legislative Review |
|
Committee. |
|
Clerk Gerhardt, spoke in regard to absentee voting, saying that the ballots are not yet |
|
ready. She was hopeful that they would be ready by Monday, March 19, 2001. |
|
In regard to voter registration, Trustee Tross stated that he registered 3 people at the |
|
library and made 9 house calls. |

It was moved by Trustee Tross, seconded by Trustee Schaffer, to pass the |

Consent Agenda, to suspend the rules, waive first reading and pass on second |
|
reading, waive competitive bidding and award contracts approve and adopt |
|
