Soderstrom: Is the trailer down again? Glennon: Yes. Soderstrom: Is this something |
that we can look in to? Asked Glennon to get some information on what the cost of one |
of the trailers is so that we could have two all of the time. At least there would be one |
for backup. Glennon will ask Cuny to bring this information to the next meeting. |
Markus Nigg: Some of the businesses in this area believe that we have a problem with |
parking. There are people that park in front of the businesses along St. Charles Rd. I |
had a customer that parked there, waited to have his hair cut, and came out to find a |
note from Dutch Kitchen on his windshield of his car. Soderstrom: I have heard of |
issues about this before. St. Charles Rd. is normal parking - 2 hour limit. Nigg: Would |
like to see everything, including parking in lot in rear, stay at 2 hours. |
Johnson: Was asked by Community Development if 4 stalls in the lot could be |
converted to "15 minute" parking. I was also contacted by Trustee DeStephano asking if |
it could be put at 30 minutes. Bedard: I do not understand what the parking has to do |
with deliveries? Johnson: When I went out there I saw a beer truck making a delivery |
and asked him what he would prefer. He said that the side delivery was just fine. |
Bedard: Seems to me that the time limit would favor certain customers of certain |
businesses. Pool: If there are only 4 "15 minute" spots, every one else could park in |
the "2 Hour" spots. Schwarz: Is it critical that we have these "15 minute" spots? |
Johnson: Not that I can see. Kuehl: Do they sell as many permits for this lot as there |
are spaces? Johnson: I believe that they are issued free of charge. They are issued |
based upon the businesses number of employees. This gentleman (Nigg) claims that |
he receives 3 permits. Could these spots be used by someone else that does have a |
permit? Dick Tross: The permits are oversold by 10%. Some spots say Permit Parking |
Only. 15 minutes is not enough time to carry out any business. The Village spent a lot |
of money on this lot, and felt that what we have going on is the right way for it to go for |
all of the businesses. This plan definitely takes 4 spots and favors them to one |
particular business. |
A motion was made by Bill Pool, seconded by John Schwarz to install 4 "15 minute |
parking" stalls in the North Park Parking Lot. The Motion failed by the following vote: |

Tross: I do not like Yield signs because of the false sense of security that they convey. |
Johnson: Reviewed the item with the committee. Pool: Do you find that Yield signs |
work? Johnson: They do serve a purpose at certain times. Soderstrom: They could at |
least determine blame if there was an accident. Johnson: They do cause drivers to |
slow down. |
A Motion was made by John Schwarz, seconded by Bill Pool that this matter be |
forwarded to the Board of Trustees for approval. The motion carried by the following |

Bill Johnston: I am president of Sacred Heart School Board and have been a resident of |
Lombard for 19 years. Is there not already an ordinance regarding these issues? |
These people that park illegally should be ticketed and that would clear up the issues of |
site distances. How many accidents have occurred at these 2 intersections because of |
these site distance problems. Rich Laurenlana: I also attend Sacred Heart. Would like |
to know if the police have been notified when people park over crosswalks, etc. Isn't |
this a police enforcement issue? Would hate to have the whole parish penalized |
because someone is breaking the law. Would rather see them get ticketed. Lepins: I |
have a good friend that lives at 221 S. Brewster and he does have a problem with |
people parking over the crosswalks and blocking his driveway. Rich Laurenlana: I live |
on Pleasant Lane and have the same situation as this. The "No Parking" signs have |
done nothing to improve our situation. Johnson: The signage that we are proposing is a |
courtesy so that people know where they can park and where they need to stop. If |
people come around the corner on Brewster and their are cars parked on Brewster on |
both sides and they both have SUV's, there is a site hazard. Lepins: I believe that the |
signs are needed. Johnson: I do not believe that the Police Department wants to go out |
and ticket cars that are in zones where they should not be, especially if the people are in |
church! By putting the signage there, it gives the police what they need to go on. We |
have to give the Police the leeway to be able to ticket these cars that are parked too |
close to the crosswalks. They do cut down on the site distance and make for a |
dangerous situation. Lines of site are not being maintained in this instance because the |
Police Dept. is hesitant to ticket because of the situation of Sunday Mass. Glennon: |
The guidelines are 20 ft. from a crosswalk, 30-35 feet from the stop sign. Pool: With |
the signs up, the Police do not need to figure out "how many feet". Bedard: We did |
have a similar situation at another intersection, and it has corrected the problem by |
putting in the signage. Schwarz: When Sacred Heart changed the parking lot the way it |
did, it is now much better utilized. Glennon: Every town has it problems. Also, we have |
an understanding that we never write a ticket around a church while mass is going on! |
The signs basically give people a way to know where they can go. Tross: Isn't this just |
signing according to State statute? Johnson: Correct. Bill Johnston: What about the |
amount of accidents? Johnson: This is not an accident issue, but a site issue. If you |
cannot see, the situation is dangerous. |
A Motion was made by Bill Pool, seconded by Bill Lepins to forward this matter to the |
Village Board for approval. The motion carried by the following vote: |

Soderstrom: I was approached by a resident and asked about providing |
motorcycle/moped permit parking. Something similar to a bike rack. Johnson: I made |
up some maps and outlines areas where this could possibly work. Village has 3 |
commuter permit pay lots. West Parkside: Full - all 100 slots are used. Main St. Lot #1: |
98 slots are used - last 2 could be split into 4. DuPage Theater Lot: 9 additional slot |
could be added. Only problem is that these stalls would not have any theft protection |
devices. I could not find one American Company that makes these kind of safety |
protection devices/residents would have to bring their own locks. Johnson reviewed |
various devices with committee members. Pool: Couldn't we just put a pole into 2 spots |
and have the residents chain their own bikes to the pole. Lepins: I believe that these |
people have the right to ride whatever they want to, but is it our responsibility to provide |
the safety for them? Pool: We do it for bicycles with the bike lockers. Schwarz: We |
could just put in some kind of a device for them to secure their bikes/mopeds to. Kuehl: |
We would not be using any spots that are already in use, correct? Johnson: Yes. |
Soderstrom asked Johnson to review secure moped/motorcycle parking/any and all |
options. Put together and bring to next meeting. |
It was moved by Pool, seconded by Lepins, that this matter be tabled. The |
motion carried by the following vote: |

Soderstrom: Every May of the odd years, committee's are assigned to chair people. |
Asked committee members present to inform him if they will be staying on as members |
of this committee. Bill Pool will not be. |
Schwarz: Asked Police Dept. to look at "No Parking" on Addison along Adams and |
Jackson. Seems to have become a "staging area" for Jackson Jr. High. Glennon: Will |
talk with Dane Cuny about this, but there is a problem with this type of situation at all of |
the schools. |
