The issuance of an Aggregate $3,500,000 General Obligation Limited Tax Debt

Certificates, Series 2006 for the Village of Lombard (Northeast Lombard Area

Improvements-Phase 1 and Westmore-Meyers Road Underground Utility Project).

Code Amendment - Special Event Approval Process

Amending Title 11, Chapter 110, Section 110.47 of the Lombard Village Code with

regard to the issuance of temporary event permits.

Continuance requested by petitioner to December 7, 2006.

PC 06-29: 230 & 236 E. LeMoyne Avenue

Requests approval of a Minor Plat of Resubdivision in the R2 Single-Family Residence

District, along with one of the following zoning actions:

a. A variation from Section 154.506 (G) of the Subdivision and Development

Ordinance requiring lot lines to be approximately at right angles or radial to the

adjacent street; or in the alternative,

b. A variation from Section 155.406 (F)(4) of the Zoning Ordinance to allow for a

thirty-one foot (31') rear yard setback, where a minimum of thirty-five feet (35') is

required. (DISTRICT #4)

Request for No Parking Signage - Jackson Street

A staff request for "No Parking, Stopping or Standing" signage to be installed on the

south side of Jackson Street from the intersection of Jackson Street and Addison

Avenue to a point 80 feet west. (DISTRICT #6)

Request for No Parking Signage - Lincoln Avenue

A staff request to install No Parking on the east side of Lincoln Avenue from a point

502 feet north from the curb of the northeast corner of Lincoln Avenue and St. Charles

Road to a point 547 feet from the same curb. (DISTRICT #1)

Traffic Code Update - St. Charles Road

A staff request for various Traffic Code changes to reflect the Downtown Traffic

Improvement Study recommendations for parking and no parking along St. Charles

Road. (DISTRICT #1)

Amending Title 15 of the Lombard Village Code

Prohibiting and defining dangerous weapons.

Declaration of Surplus Village Equipment

Declaring one printer and one microfiche machine as surplus and authorizing disposal

of said equipment.

Ordinances on Second Reading

PC 06-28: 300 West 22nd Street (Covington/Cove Landing Planned

Development)

Requests the following actions be taken on the subject property located within an R4

Limited General Residence District Planned Development:

1. Pursuant to Section 155.504(A) (major changes in a planned development) and

Section 155.511 (Site Plan Approvals for planned developments) of the Lombard

Zoning Ordinance, amend the conditional use for the Covington/Cove Landing

Planned Development, as established by Ordinance 1174 and as amended by

Ordinances 1321, 1390, 2977 and 3183 to allow for the construction of a condominium

building in the subject property per the submitted plans; and

2. Grant a variation from Section 155.602 (A)(3)(d) of the Zoning Ordinance to allow

for off-street parking spaces to be located in a required front yard. (DISTRICT #3)

PC 06-30: Text Amendments to the Lombard Zoning Ordinance

The Village of Lombard is proposing amendments to the following sections of the

Lombard Zoning Ordinance:

1. Sections 155.413 and 155.414 to establish furniture upholstering, repair, and

refinishing as a conditional use in the B2 General Neighborhood Shopping District and

the B3 Community Shopping District.

2. Section 155.415 modifying the permitted land uses in the B4 Corridor Commercial

District in order to clarify that furniture upholstering, repair, and refinishing is a

permitted use.

3. Section 155.418 modifying the permitted land uses in the I Limited Industrial District

in order to clarify that furniture manufacturing and furniture upholstering, repair and

refinishing are permitted uses.

601-609 E. St. Charles Road (Seamless Gutter)

Request from the Downtown Improvement and Renovation Grant Program in an

amount not to exceed $13,220. (DISTRICT #5)

Reflecting an increase of $257,687.00 for design engineering services. (DISTRICT #4)

Review of Executive Session Minutes - Second Review, 2006

Authorizing the Village Clerk to make certain Closed Session Minutes available for

public inspection.

Agreement Between Village of Lombard and Government Payment Service. Inc.

To facilitate and assume financial responsibility for collecting bail, bond and fines from

violators and arrestees through the use of credit cards.

Main Street Surface Treatment Program Civiltech Engineering Contract

Amendment No. 2

Reflecting an increase of $20,841.00 for design engineering services. (DISTRICTS

#1, #2, #4, & #6)

2350 Fountain Square Drive (Ethan Allen)

Resolution accepting the public watermain at the Ethan Allen development located at

2350 Fountain Square Drive. (DISTRICT #3)

Tree & Stump Removal

Authorizing Change Order No. 1 to the contract with Ciosek Tree Service reflecting an

increase of $10,000.00 for additional tree and stump removals.

Agreement - Special Event Commemorating the Fourth of July

Authorizing the signatures of the President and Clerk on an Agreement with the

Lombard Jaycees with regard to a special event commemorating the Fourth of July.

Parkway Tree Trimming PWO 0715

Award of a contract to Ciosek Tree Service, the lowest responsible bid of seven

bidders, in the amount of $40,000.00. Bid in compliance with Public Act 85-1295.

2350 Fountain Square Drive (Ethan Allen)

Motion to approve a Plat of Easement for the public watermain at 2350 Fountain

Square Drive. (DISTRICT #3)

* FY 2007 Splash Park Parking Lot

Waiver of bids and award of a contract to Leahy Construction, Inc. in the amount of
