Call to Order and Pledge of Allegiance
The Regular Meeting of the President and Board of Trustees of October 5, 2000 was |
called to order by President Mueller at 7:36 p.m.in the Board Room of Village Hall. |
The Pledge of Allegiance was led by Village Clerk Lorraine Gerhardt. |

Public Hearings

The public hearing was convened by President Mueller who turned the meeting over to |
Attorney Thomas Bayer. Attorney Bayer explained that the petitioner had requested this |
matter be continued to the October 19, 2000 meeting and requested a motion. |

Public Participation
Members of the Public Who Spoke
Sandy Lukitsh, 335 So. Ahrens Avenue, a resident of Lombard for 11 years, spoke |
regarding the DuPage Theater, telling of childhood memories she enjoyed at the |
Theater. She indicated concern regarding the last Board meeting when a trustee |
commented that it was the same people speaking up for the DuPage Theater. Although |
she feels uncomfortable speaking in public, she feels the need to voice the opinion that |
the right decision is to restore the theater. |
Susan Pepin, 327 S. Lewis Avenue, spoke of a field trip to the Metropolis Theater in |
Arlington Heights. She feels an arts center in Lombard would enhance the community |
with a wide range of events appealing to all ages and expressed her support for the |
redevelopment of the Theater. |

Approval of Minutes
It was moved by Trustee Kufrin Jr., seconded by Trustee Borgatell, that the |
minutes of the regular board meeting of September 21, 2000 be approved as |
corrected and the minutes of the special meeting of September 23, 2000 be |
approved. The motion carried by the following vote: |

Committee Reports
Economic/Community Development Committee - Trustee Paul Kufrin, |
Jr., Chairperson |
Trustee Paul Kufrin, Jr., commented regarding a person who attended the |
Economic/Community Development Committee meeting who wished to be a member. |
Trustee Kufrin then suggested the gentleman apply to the Legislative Review Committee |
which has openings. Trustee Kufrin also reported on the trip to The Metropolis Theater |
in Arlington Heights and a study on billboards. |
Environmental Concerns Committee - Trustee Kenneth M. Florey, |
Chairperson |
Trustee Kenneth M. Florey reported the Environmental Concerns Committee met and |
discussed the planned Recycling Extravaganza, scheduled for October 14, 2000 to be |
held between the hours of 9:00 A.M. and 3:00 P.M. at the Yorktown Shopping Center |
parking lot. Materials to be accepted are scrap metal, eyeglasses, books, and lumber. |
Finance Committee - Trustee David N. Schaffer, Chairperson
Trustee David N. Schaffer reported the Finance Committee met on September 28, and |
reviewed the bi-monthly financial reports for June & July. At this meeting, Director of |
Finance, Len Flood, reported an exceptional financial rating of AA for Lombard. He |
also said that Anne Fairbairn reported on new accounting standards set by the |
government at the Federal and State levels. |

Legislative Review Committee - Trustee Ralph F. Borgatell, |
Chairperson |
Trustee Ralph F. Borgatell reported the next meeting will be November 6, 2000 with |
Senator Peter Roskum speaking, which will be televised. He invited the public to attend |
and present any questions they may have. |
Public Works Committee - Trustee Steven D. Sebby, Chairperson
Trustee Steven D. Sebby, reported the next meeting will be October 10, 2000, with new |
member, Rick Mahal. Stan Rickard added that the meeting will be a joint meeting with |
Transportation and Safety and discussion will focus on the opening of Lombard Road. |

Trustee Richard J. Tross reported that although there had not been a meeting since his |
last report, there will be a meeting November 7, 2000 and there will be a joint meeting |
with the Public Works Committee on Oct. 10, 2000. At that time, the opening of Lombard |
Road will be discussed. |
Community Promotion & Tourism Committee - Trustee Richard J. |

Trustee Richard J. Tross, reported there was no meeting but highlighted the happy fact |
that the Lombard Jaycees have found a location for a Haunted House at 816 Roosevelt |
Rd. in the old Sears Home Improvement store, near Frank's Nursery. Trustee Tross |
thanked Chief Seagraves for his help and also conveyed his appreciation to Sears. |
DuPage Convention & Visitors' Bureau - Trustee Richard J. Tross, |
Lombard Representative |
Trustee Richard J. Tross reported that there had not been a meeting, but the Autumn |
Fest will take place this weekend, October 7th & 8th, with live music, food courts free |
pumpkins, and free hayrides on Sunday, Downtown Lombard. |
Village Clerk/President of Board of Local Improvements - Lorraine G. |

Clerk Lorraine G. Gerhardt reported at the last meeting of the Board of Local |
Improvements, a payout was approved for Special Assessment 213 to Trine Contractor |
in the amount of $173,893.00, and a change order to Trine Construction for Special |
Assessment 213 in the amount of $32,931.20. |

Village Manager/Village Board Comments
Mr. Lichter had no comments. |
Clerk Gerhardt introduced Deputy Village Clerk Barb Johnson to congratulate her on her |
certification as Registered Clerk, a culmination of many years of formal education, |
numerous hours attending seminars, and being actively involved in DuPage County |
Clerks Association as well as Illinois State Clerks Organization. She has also conducted |
herself admirably as a Mentor to new clerks throughout the state. Ms. Gerhardt said that |
Ms. Johnson is the very first Deputy Clerk in the history of Lombard to earn this |
certification. |
Trustee Kufrin read an E-mail he received from Senior Citizens in his district regarding |
the Aspen Resolution. The message conveyed an objection that many benefits are |
going to immigrants such as medicare and social security benefits. They feel their |
benefits are being threatened and asked Trustee Kufrin to read their E-mail to the |
Board. The Aspen Resolution is on the agenda for October 19, 2000. Trustee Kufrin |
will not be able to attend that meeting, but asks that Mr. Lichter include this issue as an |
item for discussion on that agenda He voiced his concern for the environmental and |
financial strain that the many immigrants who have never paid into Social Security or |
medical benefits, impose upon our society. |
Trustee Tross expressed concern that Trustee Kufrin will not be here for the October 19, |
meeting and suggests that the discussion should take place at a time when Trustee |
Kufrin is in attendance. |
Trustee Sebby encouraged any residents concerned about the opening of Lombard |
Road, to attend the joint meeting on October 10, 2000. |

It was moved by Trustee Florey, seconded by Trustee Tross, to pass the Consent |
Agenda, to suspend the rules, waive first reading and pass on second reading, |
waive competitive bidding and award contracts approve and adopt resolutions as |
needed for the following items and as read by the Clerk on the Consent Agenda. |
