Call to Order and Pledge of Allegiance

The Regular Meeting of the President and the Board of Trustees of April 19, 2001 was

called to order by President Mueller at 7:33 p.m., in the Board Room of Village Hall.

The Pledge of Allegiance was led by Village Clerk, Lorraine Gerhardt.

President Mueller expressed his appreciation for the outgoing board members and the

commitments they have made. He then recognized Clerk Gerhardt and presented to

her a plaque.

He then introduced his wife Eileen who presented a plant to Clerk Gerhardt for her

husband, Vern.

Clerk Gerhardt then proceeded to thank everyone for the spectacular 21 years she has

spent as clerk. She stated that she leaves with no sadness or dismay and that her

years of service have been wonderful. She gave advice to the board members and

asked that they be kind to the new Village Clerk, Sue Kramer.

President Mueller made presentations to the outgoing Board Members, who each

received engraved plaques honoring their years of services and presented flowers to the

respective spouses. Each trustee spoke expressing their thanks to everyone.

Public Participation

Laura Lesch, 239 S. Third, asked about safety and lighting on the prairie path and

cleaning it up. She thanked Trustee Florey for listening to her. She stated that she is

afraid to drive down Main Street as her new car was hit by a brick thrown from the

prairie path as other cars have been.

President Mueller informed her that current upgrades will include lights on portions of

the prairie path.

Police Chief Dillenkoffer stated that the police department is aware of the problem and

patrol in that area has been increased.

Mrs. Marymae Meyer, 414 West Windsor, spoke of her attention to detail. She

addressed the issue of Special Assessment 213. She stated that she is pleased to

report this is the first spring that ducks are not swimming in her front yard. In spite of

some minor problems to finish other projects in the area, she wished to take the

opportunity to thank the Board for voting positive to approve Special Assessment 213.

She thanked President Mueller and the Board for exercising their duty as true public

servants and not caving in to pressures by influential individuals. She also thanked

Attorney Tom Bayer for his excellence in his profession. She mentioned the

Lombardian which has made Special

Assessment 213 into a topic seeming to only include West Road, and assured the public

that Special Assessment 213 also included numerous other streets and over 100

property owners. Ms Meyer wondered if the negative reporting of Special Assessment

213 by the Lombardian might be due to the fact that the Editor lives on West Road. She

then mentioned the village public works staff who have endured the wrath of unhappy

residents, in particular, Dave Dratnol and Ray Schwab. She continued on in great detail

in her praise of both the project and the Board members.

Mary Kaufman, 2S154 Churchill, Glen Ellyn, representing NIFTI, spoke regarding the

Route 53 project. She stated packets and tapes are available with Carol Bauer in the

Village Manager's Office regarding the project. She expressed NIFTI'S desire to be on

May meeting dockets. She informed the Board that NIFTI has a meeting scheduled for

April 23, 2001 with the Illinois Department of Transportation.

President Mueller stated that the Village Board has not taken action as the

Transportation and Safety Committee has been reviewing the issue. President Mueller

has spoken with the Mayors of various other communities and they are in agreement

that 3 lanes would be best.

Steven Orlowski, 803 S. Fairfield, spoke regarding his petition on tonight's consent

agenda for a variation to the Lombard Zoning Ordinance. He requested that the Board

amend Condition #3 pertaining to tearing up his existing driveway.

Director of Community Development, David Hulseberg, stated that the petitioner would

then have two driveways. His existing driveway exits on Fairfield.

Trustee Schaffer thanked the community and the staff for the condolences expressed in

the loss of his father-in-law.

President Mueller then proceeded to mention a special recognition for a property

improvement award to Aim Realty. The organization has added to the improvement of

our community. The award was presented by Trustee Kufrin, Chairman of the

Community Development Committee, primarily for improvements on the building at 1 N.

Main Street.

Economic/Community Development Committee - Trustee Paul Kufrin,

Trustee Kufrin stated that there had been no meeting since the last Board Meeting, but

the Recognition Luncheon was held on April 11, and was very successful. The next

meeting will take place on May 1, 2001.

Environmental Concerns Committee - Trustee Kenneth M. Florey,

Chairperson

Trustee Florey informed the Board there has been no meeting since the last Board

meeting. The next meeting will be held on April 24, 2001.

Finance Committee - Trustee David N. Schaffer, Chairperson

Trustee Schaffer reported that there had been no meeting since the last Board meeting.

The next meeting will be April 26, 2001.

DuPage County Community Development Commission - Trustee

David N. Schaffer, Lombard Representative

Trustee Schaffer stated there was no report.

Legislative Review Committee - Trustee Ralph F. Borgatell,

Chairperson

Trustee Borgatell informed the Board there was no report.

Public Works Committee - Trustee Steven D. Sebby, Chairperson

Trustee Sebby summarized the last meeting that was held on April 10, 2001. Items

discussed were concrete versus asphalt for road construction which has gone back to

staff for review. The next meeting will be held on May 8, 2001.

Transportation & Safety Committee - Trustee Richard J. Tross,

Chairperson

Trustee Tross had no report.

Community Promotion & Tourism Committee - Trustee Richard J.

Tross, Chairperson

Trustee Tross stated that the Committee met on April 19, 2001. On the agenda was the

extended Lilac Carnival.

DuPage Convention & Visitors' Bureau - Trustee Richard J. Tross,

Lombard Representative

Trustee Tross commented that he did not attend the meeting of April 19,2001 but did

hear of some of the action taken.

President Mueller stated there will be a special insert in the local newspaper regarding

upcoming DuPage County festivals.

Village Clerk/President of Board of Local Improvements - Lorraine G.

Gerhardt

Clerk Gerhardt stated that due to a conflict of the last BOLI meeting and the Business

Awards Luncheon, the BOLI meeting had to be rescheduled to April 26, 2001.

Village Manager/Village Board Comments

Clerk Gerhardt spoke at great length regarding the unusually high use of citizen

committees which discuss in depth all items which are included in the Consent Agenda.

Over 200 citizens who are committee members discuss most items before they go

before the Village Board with recommendations. She believed this knowledge was vital

to the general public and to the newly elected Board members for better understanding

of the degree of open government practiced by Lombard.

Trustee Sebby offered the suggestion from the Lombard Veterinary Clinic to have a Pet

Parade.

Trustee Tross asked if Fourth of July parade will take place.

President Mueller stated that there would be and also a possible Memorial Day parade.

President Mueller then mentioned that the new Trustees will be installed at the May 3,

2001 Board Meeting.

David Hulseberg stated that the petitioner installed a pool and was then instructed to

build a fence. With some confusion as to the proper height requirements, the petitioner

installed a fence of which the highest point is 6 feet tall, and the lowest is 4 feet. The

concern was that the fence at the 6 foot point, in the corner yard, may obstruct the

neighbors view. The petitioner was seeking several variations, regarding clear site and

height requirements.

Trustee Florey said he had spoken with staff and that the petitioner realizes the safety

concerns. The petitioner has agreed to move the front yard fence to his front porch

setback. Trustee Florey urges agreement to the sideyard variation.

request for a variance of the Lombard Zoning Ordinance regarding fence heights,

to allow a six foot tall fence in the corner yard where a four foot height is
