Village of Lombard Legistar System

Upon Roll Call by Village Clerk, Suzan L. Kramer, the following were Present: President

Trustee Florey stated that the Committee met on November 5, 2002 at which time the

ongoing issue of the special service district was discussed. Also discussed was the

French Market which has been a great success and is scheduled again for next year

and will include arts and crafts. Cruise Nights was reviewed to include the same budget,

the same duration but will include more bands because of private contributions. The

next Committee meeting will take place on December 3, 2002 at 4:00 P.M.

Trustee DeStephano reported that the Committee met on October 22, 2002 which

included an extensive, two hour presentation by the Illinois Department of Public Health

regarding mosquitos and the West Nile Virus. She commented that the Committee

would develop initiatives on mosquito abatement and the West Nile Virus for

recommendation to the Board in early 2003. Trustee DeStephano said that due to the

upcoming Thanksgiving Holiday, the next Committee meeting was going to be held on

November 13, 2002 at 7:00 P.M.

Trustee Koenig said that the Committee met on October 22, 2002. At that time, there

was discussion of the 2004 budget calendar, and a report from staff on the

implementation of GASB 34 (Governmental Accounting Standard Board) which is going

well. She pointed out the that Village of Lombard is implementing GASB 34 a year

ahead of time. Also discussed by the Committee was 2003 insurance renewal. She

informed the Board that the insurance consultant Mike Nugent, has given an update of

what to expect. He relayed that in July of 2002, the average increase was 65%. As the

Village is self insured, we would not be as greatly impacted, but there will be less

companies to deal with. Trustee Koenig mentioned that quotes are not given past 30

days out, therefore, we would not have quotes until sometime in December. She also

mentioned that rates may increase due to workman's compensation. She stated the

Committee would meet again on November 19, 2002 at 7:30 P.M. at which time the

2002 tax levy would be reviewed.

Trustee Tross asked about the formation of a new IRMA group that had been discussed

in the past.

Finance Director Len Flood, stated that a group of municipalities had discussed forming

a group but the market conditions being what they are no one is interested. He said that

the issue hadn't been dropped but would be pursued when the insurance market

improves.

President Mueller said that staff and Public Works were to be congratulated on the

capital improvement programs, many of which are being wrapped up now.

President Mueller reminded people that November 11, 2002 is Veteran's Day. He stated

that there were no planned activities to report, but asked people to remember Veteran's

by flying the flag and in prayer.

President Mueller mentioned that Tuesday, November 12, 2002 in the Community Room

of Village Hall, a representative of Senator Peter Fitzgerald's office would be present.

Mr. Lichter explained staff's work on the issue.

Director of Community Development Dave Hulseberg explained the inspections of the

retention/detention ponds with the help of a power point presentation. He informed the

Board that there are two hundred ponds and storm basins and that of the forty two of the

ponds inspected this summer, only four (10%) were found not to be in compliance. He

mentioned that ninety percent (90%) of the basins are owned and maintained by

homeowners associations and businesses. He said that missing grates had been

installed at the Covington Apartments basin and at the Old Grove basin, a missing

restrictor was replaced at the Columbine Glen basin, and repairs to Morris Pond are to

be made with the award of a contract at that evening's Board meeting.

Mr. Hulseberg went on to say that all ponds could be looked at over a five year time

period and that an additional forty basins would be inspected over the summer of 2003.

Trustee Tross inquired if the Old Grove and Morris basins are Village ponds.

Village Manager William Lichter responded that the Park District maintains those ponds.

Trustee Tross asked if it would better for the Village of Lombard to accept stormwater

facilities on private property and assume special service districts as certain homeowners

associations have not kept their basins in shape.

Mr. Hulseberg stated that he had a report and would gladly send a copy to the members

of the Board

Trustee Tross commented that agreements still have not been signed with the Glen

Ellyn Apartments.

Village Attorney Tom Bayer responded that the agreements have been tendered and

have been sitting with the owners for several months, with no response from them.

Trustee DeStephano asked what it would cost to accelerate to a three year program for

pond inspections.

Mr. Hulseberg stated that current staff was being used, but a seasonal person could be

brought in who could be dedicated to this project. Mr. Hulseberg asked the members of

the Board to keep in mind how positive the results have been at this analysis of the most

"at risk" ponds.

President Muller commented that after a Bolingbrook tragedy of the death of a child

several years ago, the Village of Lombard performed pond inspections with good results.

He said that staff has been looking at this issue for some time.

Trustee Koenig said that she realized how the pond inspections are prioritized and

thanked staff for addressing the problem of the basin in her area.

President Mueller mentioned that there would be two Board of Trustees meeting in

December, but the first Board of Trustees meeting of January, 2003 would be waived

due it's closeness to the Holiday. Therefore the only Board of Trustees meeting in

January, 2003 would be January 16, 2003.

The Regular Meeting of the President and Board of Trustees of November 7, 2002 was

reconvened at 9:01 P.M. in the Board Room of Village Hall.
