Johnson: Looking at putting "No Parking" signs out there, etc. Committee addressed

this before and did not see any reason to keep this on agenda. Police would continue to

patrol.

Soderstrom: This was brought to my attention by a few residents on this block. I did

ask Dane to do a little extra patrol on this. Only one citation was issued. It is Dane's

opinion that most of the drivers are not speeding down here. The residents also talked

about the possibility of "No Parking" with me. I feel "No Parking" may be counter

productive. Bedard: I have noticed that cars are still parking too close to the

intersection at the corner and blocking vision. Dane will continue to monitor this.

Johnson: Will check on Fairfield and see if we need to install some signs there.

Soderstrom: Would posting "25 mph" help? Johnson: All you would probably do is

increase citations, not slow down traffic. Soderstrom: Consider this issue closed, and I

will respond to the residents.

Johnson: These are the results of a new traffic study. We did install some "Stop Signs"

in the subdivision due to site hazards. Could expect some additional traffic from St.

Regis Condos Phase 1 and 2. Bedard: Does 18th street go through? Johnson: No.

Schwarz: What part of Fairfield is under Village jurisdiction? Johnson: Up to 17th.

Pool: By putting in all of these stops, are you anticipating a speed way? Johnson: No.

Lepins: How about putting a 4-way stop at 18th? Schwarz: You will only increase

speeds. Johnson: What we installed has actually decreased the speeds since the 1996

study. Bedard: Are there any restricted views? Johnson: There are some areas, that

is why it is better to stop them and have them look both ways. Gron: Then why are we

recommending all of these stops? Johnson: Just to prevent any conflict. Bedard:

What were the citizens concerns in 1996? Johnson: They had concerns about pulling

off of their side streets on to Fairfield. Gron: Looking at these maps, I would assume

most of the traffic is from the immediate area. Johnson: Yes, that is correct. There

haven't been any accidents in this area except one minor one. Lepins: Our jurisdiction

goes down to 17th? Johnson: Graywood is the last one in our jurisdiction. Talking five

"Stop Signs" and one is already in place.

Pool: It seems to me like the majority of people want the "No Parking" signs on the

south side to stay as is. Johnson: Almost a 50/50. Gron: I assume that most of the

people down there do want to see a change. Johnson: Yes, that is my feeling also.

Gron: I have been involved with that school for years, and they have always had a

parking problem there. Johnson: There is a definite congestion problem there. Gron:

What about a one-way street? Johnson: I don't think a one-way street is a solution if it

is all by itself. They definitely need more parking at the school. Soderstrom: Are you

recommending leaving it the way it is? Johnson: Actually, I do not have a

recommendation. Bedard: I would rather see it be school days and school events.

Soderstrom: But how do we define what is a school event? Gron: What did the safety

committee at school recommend? Johnson: I talked with the committee. They are

aware of the parking problem and the congestion. We have been trying to promote

parents letting their children walk to school, but some insist on driving even from a block

away. Gron: This will not alleviate the problem out there. Bedard: Are there any

issues with emergency traffic out there? Cuny: Calls in that area are so rare/there has

not been a problem.

Pool: I can't see why we need to have a speed study. Soderstrom: Is this a necessity?

Johnson: There is so much there between schools, parks, etc. Need to find out what

the actual issues are and what solutions are necessary beyond just lowering speed

limits. Need someone with expertise to address all of the situations. Pool: We were

supposed to have a blinking yellow light by the Junior High that never has been

installed. Bedard: I do not see any need for a study either. Probably should have the

new crossings flashed for at least a couple of months. Johnson: I agree. Bedard:

Also, lower speed limit on Main from 35 to 30. Johnson: Looking at the accidents in the

area, it is apparent that lowering the speed limit would not be the solution. There are so

many other areas to be addressed such as Main & Edwards, Main by Walgreens, etc.

Schwarz: What is the average daily traffic on this stretch of Main St.? Johnson: I am

not sure. Schwarz: Because of high traffic volumes, accident volumes may not

necessarily be high. Addressing speed limit may not be the solution. Cuny: Wilson &

Main used to be almost an accident per day. Once we reconstructed the intersection,

accident volume went way down. Need to address more than the speed limit to correct

problems on Main St. Schwarz: Just the design of the streets and intersections, you will

never alleviate the problems.

Johnson: This was a result of a resident complaint of not being able to cross the street

in a cross walk to get over to the park. Also, pedestrian path being installed at the park.

Soderstrom: I would like to make sure that Ahrens and Madison/Madison and Ahrens

also be striped. Gron: Is park district installing pedway? Johnson: No, the village is

installing.

Pool: Are we putting a fence around the new pond at Crescent? That pond is going to

be very deep. Rickard: The situation has been discussed, but no decision has been

made. Gron: What about the pond by North Ave.? Rickard: aerators are required on

all new ponds. I will look into this. Schwarz: Ever since Addison construction began,

we have no more driving school issues.
