It was moved by Vice President Soderstrom, seconded by  O'Brien, approved the 
minutes of the March 9, 2006 meeting.   The motion carried by a voice vote

Resolution authorizing an Agreement with Burns & McDonnell in the amount of 
$181,706.78 for resident engineering services associated with Special Assessment 219.

G.   Special Assessment 213B Resident Engineering Amendment #1 (Resolution) 
(Tabled March 16, 2006)
Resolution approving Amendment No. 1 to the contract with Burns & McDonnell in the 
amount of $35,651.04 for resident engineering services related to Special Assessment 
213B (West Road - St. Charles Road to Woodland Avenue).  (DISTRICT #1)
Mike Folta and Colin Campbell from Burns & McDonnell were introduced.  They were in 
attendance to discuss Burns & McDonnell's resident engineering amendment for Special 
Assessment 213B.  Initially, Wes Anderson outlined how Burns & McDonnell will cover 
the remaining work to be done by R.W. Dunteman.  Mike Folta then reviewed the 
business history of Burns & McDonnell and the Village of Lombard along with the scope 
and structure of the contract.  Mike Folta explained that with the time extension of the 
contract, along with the "hand-holding" of the residents of West Rd. concerning issues 
related to right-of-way improvements and on properties acquired by the Village,  Burns 
and McDonnell exceeded the original contract hours.  Trustee Soderstrom explained 
that BOLI is evaluating all contracts, both construction and professional services.  
Trustee Soderstrom continued to say that the 39.3 % cost overrun is difficult to 
understand especially after the fact.  This should have been identified in a more timely 
manner.  Trustee Tross expressed that there was a communication failure of staff to 
inform BOLI of the issue.  There also was a communication failure between staff and 
Burns and McDonnell.  He also reiterated that he had concerns of how this issue was 
addressed and handled and that professional service contract issues like this not 
happen again.
It was moved by President Tross, seconded by Vice President Soderstrom, that 
this matter be approved.  The motion carried by the following vote:
