Chairperson Soderstrom called the meeting to order at 7:31 pm. Introduced member Art

Kuehl. Lt. Jim Glennon in attendance for Dane Cuny.

It was moved by Schwarz, seconded by Bedard, to approve. The motion carried

by a voice vote

Soderstrom: Main Street study will only be partially completed. It will be done along

with the construction on Main.

Johnson: Ran traffic counts out there for 24 hours. Also, ran Washington close to Grace

St. Passed out counts for E/B & W/B Washington east of Edgewood (posted 30 mph).

E/B average is 26 mph. W/B average is 28 mph. Washington west of Grace Street

(posted 25 mph) E/B average is 26 mph. W/B average is 26 mph. People will travel at

the speed that they feel comfortable and safe. Unfortunately, sometimes we take a safe

driver and make him an unsafe driver by lowering a speed limit unnecessarily. Lepins: I

drive this street at 5 AM and people seem to be going 50 mph compared to my 25 mph.

Possibly putting the electronic police speed board out there with occasional speed

enforcement would make the drivers more aware. Schwarz: This study is from 10 AM

to 10 AM next day, so that period would be included. Johnson: Some people are going

to drive the way they want no matter what. Lowering a speed limit is not the answer.

Do you lower speed limit on 30 mph stretch or raise speed limit on 25mph stretch?

Schwarz: Once you have an established speed limit for a long period of time, you would

only cause problems by raising that speed limit. I think we should just address the issue

here of Washington from Addison to Edgewood.

It was moved by Gron, seconded by Schwarz, that this matter be recommended

to the Board of Trustees for denial. The motion carried by the following vote:

Johnson: Cannot put a crosswalk in to a place where there is no sidewalk. Sidewalk

extensions need to be put in before I can go in and stripe them. Lepins: Busses drop off

there, and this could be a potentially dangerous situation for a child out there. Johnson:

There are a lot of lead ins to the street but no actual sidewalks. Engineering staff said it

will be tricky but it could be done. Possible for this year, definite for next year. Need

recommendations from the committee. Soderstrom asked Officer Glennon for his

suggestions as to where to put in the crosswalks. Gron: As a pedestrian I would

suggest east side of Edgewood to West side of Washington. Far North and far South

leg of intersection.

Johnson: Request came from resident to LPD and LPD has been out to this area.

Occasionally, when there have been football games, etc. out here, parking on east side

of road and on cut outs, creates a very narrow roadway for emergency vehicles. Gron:

What is the width of this road? Johnson: This is not a village street. Lepins: Where

parking lanes stop and you bottleneck, that is very narrow. I parked there with my van

and there is not enough room for this type of parking. Gron: Is this park district

property? Johnson: Yes, but we own part of this as an easement. Also, we do help out

park district with signage at times. Glennon: This started from one of the CSO's and

there is no way you can get an emergency vehicle through this area. Johnson: Both

curves are included in this on Lilac Way and Chase Lane to the corner. Kuehl: Clarified

area to be posted "No Parking". Driveway at 603 or 604 will not be inconvenienced by

this will they? Johnson: It will start at that area. Schwarz: Will the police department

be able to enforce this "No Parking"? Glennon: Yes. Soderstrom: Asked John

Johnson to notify the Park District of this intent.

Johnson: Edson & Harrison and 17th & LaLonde - 2 traffic studies that I am working on.

17th & LaLonde requested by Trustee Koenig.

Kuehl: What is the ordinance for side streets for speed limit 25 or 30 mph? Glennon:

30 mph unless otherwise posted. That is regulated by State.

Glennon: I would like the committee to look at the situation at Cruise Nights. Very

dangerous situation out there. Would like to investigate possibly going with one way

posting out there. Bedard: Which way would it be best? Glennon: majority feel it needs

to flow east. Lepins: Best thing to do would be to look at the situation when it is at it's

busiest. Need to look at this while Cruise Nights is going on.
