Village of Lombard Legistar System

John Johnson ran accident reports/only one accident associated(rear-end). Also, one

side swipe. John Johnson stated that he could move further/John Schwartz felt there

was not enough here to warrant a change. Paul Kufrin, Jr. questioned the traffic study.

John Johnson explained the critical approach speed. Greg Gron motioned to accept

staff recommedation, but Paul Kufrin, Jr. had another question. Paul Kufin, Jr. asked

John if the numbers tell the whole story. John J. responded that the report shows all

detail. John J. explained that there was an obstruction on the N/W corner only; critical

approach speed on other corners could be higher. Paul Kufrin, Jr. asked John J. about

minor obstructions/when an obstruction becomes serious enough, what happens? John

J. responded that minor obstructions are usually a bush or tree ( on public or private

property)/severe obstructions would have a 2-way stop sign installed.

At this point, John Jaugilas asked the committee to take action on this item.

Staff recommendation is to complete physical improvements , install a "No Turn On

Red, 7:30 AM-9:00AM and 2:30PM-4:00PM, School Days" at all approches to the

intersection with a temporary crossing guard on duty until all physical changes have

been completed.

John Johnson stated that this intersection needs to be observed and monitored. Paul

Kufrin, Jr. asked how many children are anticipated to be crossing at this intersection?

John stated that there are 25 children involved/more are anticipated with building, etc.

Paul Kufrin, Jr. how does a need/fund get established regarding crossing guard issues?

John responded that there were requests sent to the DuPage Mayors and

Managers/they would not take it on. They responded that they did not have the

necessary funds to do this study. At this point, Paul Kufrin, Jr. asked John what the

criteria was for hiring the other crossing guards in town? John didn't know but Dane

Cuny stated that the Police Department funds the crossing guards.

Dick Tross, Trustee from District 2, stated that the crossing guards were paid for 4 hours

per day and work all semesters. He also stated that at Main and St. Charles CSO

officers have been used in the past. Dick Tross suggested that the committee go back

to the school and ask for certain numbers and then refer back to the committee for a

decision. He also noted that this needs to be looked at relative to the pending project at

22nd and Finley/how that will affect the traffic flow in this intersection.

The discussion opened up for Public Participation:

Ms. Ginny Macaione, from Lombard Elementary School District 44, stated that the lack

of sidewalk in front of the Elizabeth Street crossing was considered hazardous by IDOT

standards (thus the reason for providing bus transportation to these students). Now

there is sidewalk in place (intalled over a year ago), and the school district did continue

to bus the affected students in order to give the Village enough time to prepare for the

busing to end. She stated that continuing to bus these students would not be fair to the

rest of the tax payers in the community. John Johnson stated that the first time he

heard about this busing issue was this summer. (May or June is when the Board of

Education changed this design).

John Schwarz stated that putting in the requested physical modifications and assigning

a crossing guard will be expensive. Asked John Johnson if we needed to ramp the

curb? John replied that had already been done.

Dave Schaffer, Trustee from District 3, stated that he had received a number of requests

regarding the safety of the children/he will be addressing this with the Village Board.

Stated that if only one child is in danger that should be enough to justify making the

physical changes and hiring of a crossing guard.

John Schwarz remarked that the physical changes must be complete for safety.

John Johnson brought up the fact that investigation and study needs to be done as to

the potential number of children that will be using the crossing. All of the children may

end up being driven to school. Due to this lack of information, John suggested that a

temporary crossing guard be hired until all of the signage and signals are in place; then

complete a study to see how many children are actually using the crossing.

Dick Tross asked Ms. Macaione if the school district could continue to bus these

children? Her response was no/this decision has already been approved by the board.

They will provide no more busing or funding for this situation/there is no way they could

absorb the cost.

Bunni Kempa Cassidy stated that the committee had received strict warnings in the past

about requesting/hiring crossing guards - there must be enough children involved to

warrant. Ms. Macaione asked Dane Cuny how many crossing guards were presently

employed in the Village/he responded with about 15. John Jaugilas asked Ms.

Macaione what the school district criteria for their crossing guards was? Her response

was that only the unincorporated areas were funded by the schools.

Bunni Kempa Cassidy stated that she agreed with John Johnson's recommendation for

a temporary crossing guard until studies could be completed.

John Johnson reported that he had received a request from Mr. Steve VandenBerg

about the Central and Grace St. intersection. John stated that after the Park District

installed Southland Park and the street improvements in the area were completed,

residents brought up a traffic problem. John reported that the Village did install

crosswalk and stop bar pavement markings at Grace and Central. Also, advance "Play

Ground" warning signs were installed on east and westbound Central and on

southbound Grace. John sited item #2 in his memo, stating that there aren't the

minimum traffice volumes at this intersection to warrant a 4-way stop.

At this point, the committee asked for public participation;

Mr. Steve VandenBerg from Central Ave. addressed the committee. Mr. VandenBerg

stated that one factor that the committee should look at is that Grace St. dead ends

going south, so the majority of cars heading southbound on Grace are turning east or

west. These cars are turning as children are crossing from Southland Park on Central.

He stated that twice he experienced himself where he stopped, looked, saw no traffic

approaching, started to cross Central, and traffic came around the corner. Sue Wiemer,

from Grace St., stated that traffic on Grace St. needs to be slowed down/that children

4-5 years old are crossing the street by themselves and the cars are not stopping for

them in the crosswalks. Mr. VandenBurg stated that the Village needed to take

precautions to protect the children.

Paul Kufrin, Jr. stated that he has observed cars coming off of Stewart at high speeds.

Casually stating numbers do not warrant a stop sign/we are talking about children's

safety. Adults have almost been hit by cars/we need to find a measure of control. Sue

Wiemer stated that the crossing signs are not working. Dave VandenBerg brought up

the fact that this corner is also a bus stop for 2 schools; about 20-30 children get picked

up there on a daily basis during the school year/97% of the traffic from Grace St. turns

left or right. Paul Kufrin, Jr. stated that Grace St. is a heavily traveled street. Dave

VandenBerg commented that it is used as a convenient cut through to Roosevelt Rd.

(either by Stewart or Fairfield).

At this point, John Schwarz reminded the committee members that decisions are made

using the manual adopted by the State of Illinois/all governments use the same manual

in order to be "objective" not "subjective". Sue Wiemer asked why guidelines were

necessary; John Johnson replied that they are sited in courts of law. Decisions are

based on the manual guidelines or the Village would open themselves up for a lawsuit.

Sue Wiemer stated that before the Park was redone, the corner didn't warrant a 4-way

stop/asked if committee could observe that kids crossing to see the problem. John

Johson remarked that the committee also need to consider that when a stop sign is

installed that is not warranted, you get people that don't stop all of the way anyway.

Bunni Kempa Cassidy asked if John Johnson felt that Yield signs could help? Paul

Kufrin, Jr. asked John about tempory signage? John replied that these would be of no

help.

Paul Kufrin, Jr. asked Dane Cuny if extra patrol could be done in this area? Dane

replied that that could be done. Sue Wiemer stated that the worst time seems to be

after dinner/or between 4 - 7 pm. Dave VandenBerg remarked that he has seen police

cars cruise through this intersection also. John Jaugilas requested further

information/Dane to advise police staff to begin extra patrol immediately. This matter

was deferred.

Dick Tross, Trustee from District 2, asked the committee about posting Hickory from

Main St. to Grace St. as a Collector Road/25 miles per hour; Washington has been

posted 25 miles per hour forever. John Jaugilas stated that a traffic study would have to

be done to address this issue. Dick Tross requested this of the committee; John

Johnson to perform a traffic study on Hickory per the committee's request.

Paul Kufrin, Jr. asked Dane Cuny what he had found out about Villa Park

parking/allowed only on one side of street? Dane replied that unless there is an unusual

traffic flow/parking is prohibited on the fire hydrant side of the street. Paul Kufrin, Jr.

asked if a study could be initiated for parking on both sides of streets in Lombard/are

streets too narrow to accomodate emergency vehicles? John Johnson replied that the

only time they would be too narrow would be when cars are parked on both sides for

long periods of time/there is not enough available staff to do a study when no complaints

have been recieved. Will address streets if complaints are received.
