Sue Ortiz passed around pictures to the committee members showing flooding problem

in backyard. Lisa Brant (Community Development) has sent her a letter saying there is

essentially nothing the Village can do other than allowing her to pump or change the

downspouts. The residents behind her say the reason the yard floods is because of the

developing on the Martha cul-de-sac.

Judy Papendorf brought this to the Board of Trustees. They said that possibly the

sewer could be separated and backyard drains installed. Dick Tross responded that we

were unable to separate that area. He also suggested that a possible solution may be

installing a dry well with a 1" restrictor on it.

John Kaforski suggested letting staff look into it. Possibly some solution can be found.

Stan Rickard reviewed this item and the proposed changes to the Sidewalk Policy.

John Meyer-Have we approached these people with our cost share program? If we're

going out to identify them, why couldn't we approach the homeowner with the cost share

program? If we say arbitrarily 3 on a block, someone with 4 is going to argue. Gordon

Hallbeck-You're not going to find but 1 in 30 or 40 that is willing to go 50/50 on it. It's

Village property anyhow. Dave Arnold-Could we get it [the money] from Hotel/Motel?

Dick Tross-I'm supportive of the request to the extent that we've been doing connecting

the dots for the past 20 years. Every year we've sold out our sidewalk program. The

first issue would be to identify the open areas and then go solicit the homeowners.

Nobody gets a free sidewalk. John Kaforski-The only way it will get done 100% is to

connect the dots. Stephen Preins-I have no problem with the concept of the program.

John Kaforski-Another issue is that $400.00 is alot of money to some people. Dick

Tross-Collector and arterial streets the village should just do. Where it's a safety issue

the village should take the initiative. The village always has the option to special assess

sidewalks. John Kaforski-Perhaps we could go door to door with fliers of some sort.

John Meyer-We have the availability to put it in and assess them, why don't we do that?

Mr. Lichter-When you start talking special assessments there is a cost associated with

it. Joan Destephano-I have a problem with somebody getting something for free

because they refuse to pay for it. John Kaforski-We are making a decision that we want

sidewalk. We should make a bigger effort to identify these areas and notify these

homeowners. Try to campaign and see what kind of response we get. Stephen

Preins-At this point we need to get a better ida of how many of these there are. Stan

Rickard-That will take some time. Stephen Preins-Also report on what the worst hit

would be, "X" amount of dollars. John Meyer-Break it down by arterial or residential

streets.

It was moved by Kaforski, seconded by Preins, that this matter be tabled. The

motion carried by the following vote:

Stan Rickard asked if the committee was interested in participating in a lesser form of

flood control. John Kaforski-I think it's a good idea. Stephen Preins-If it is restricted to a

flap valve of some sort it would be OK. Stan Rickard-When we drafted this policy we

wanted a program that was reliable and a permanent solution. Understand that there

could be some reliability issues down the way. With flap valves, debris could get caught

in there. Gordon Hallbeck-the program should be modified to include a suggested form

of flood control. Include language that they can only make one application for the

program.
